    For the past decade, the logic of the European lighting market was simple: push luminous efficacy higher, lower energy consumption, and the orders would follow.

    That logic has completely changed in 2026.

    Two core regulations, fully enforced this year – the revised Energy Performance of Buildings Directive (EPBD) and the Ecodesign for Sustainable Products Regulation (ESPR) – have elevated market entry requirements from a single focus on “energy efficiency” to a dual assessment of full‑lifecycle sustainability and intelligent system integration. High efficacy is now just the baseline. Whether a luminaire is networkable, repairable, and traceable has become a hard requirement for accessing new commercial construction projects across Europe.

    1. Two Regulations Reshaping the Market: EPBD + ESPR

    1.1 EPBD: Smart Lighting Moves from “Nice‑to‑Have” to “Must‑Have”

    The revised EPBD was formally adopted in May 2024, with EU member states required to transpose it into national law by May 29, 2026. The directive explicitly mandates that all new non‑residential buildings must be equipped with automatic lighting control systems and building automation and control systems (BACS). Smart lighting is no longer an optional upgrade – it is now a legal baseline for every new commercial building.

    For lighting products, EPBD imposes three non‑negotiable requirements:

    • Connectivity and system integration: Luminaires must be able to interface with building management systems, enabling demand‑based dimming, occupancy sensing, daylight harvesting, and real‑time energy monitoring.

    • Standardised communication protocols: Products must comply with the EU’s Smart Readiness Indicator (SRI) framework and support global interoperability protocols such as Matter to ensure cross‑brand and cross‑system compatibility.

    • D4i Gen 2 driver mandate: LED drivers must meet D4i Gen 2 requirements, i.e., DALI‑2 compliance (including Parts 250–253 for energy metering and fault diagnostics). Furthermore, drivers must be independently installed using pluggable terminal blocks and must not share the thermal path with LED modules.

    Any conventional luminaire that lacks smart control capability and cannot interface with building automation systems will be locked out of the new commercial construction market – regardless of its luminous efficacy.

    1.2 ESPR: Circular Economy Moves from “Concept” to “Enforcement”

    While EPBD focuses on the operational phase, ESPR (effective July 2024, and set to fully replace the old Ecodesign Directive by the end of 2026) fundamentally reshapes product design philosophy. ESPR extends compliance requirements from energy efficiency alone to repairability, recyclability, Digital Product Passports (DPP) , and direct legal responsibility for importers.

    For LED luminaires, ESPR explicitly requires a “durable + consumable” two‑layer architecture: long‑life components (housings, structural parts) must be separable from consumable parts (LED modules, drivers, optics). The use of permanent adhesives is heavily restricted, and all replaceable components must be accessible for non‑destructive disassembly and repair without the need for tools.

    3. Why Is the EU Introducing Such Stringent Rules?

    One often overlooked fact: LED technology has already reduced operational energy consumption by more than 80%, and product lifetimes now routinely exceed 50,000 hours. However, longer lifetimes mean that manufacturing and end‑of‑life emissions account for an ever‑larger share of the total lifecycle carbon footprint.

    Take aluminium extrusions: producing 1 kg of primary aluminium emits approximately 12 kg CO₂ – a carbon cost that is locked in the moment the product is manufactured. If a small driver failure forces the entire luminaire to be scrapped, that embedded carbon is wasted.

    This is exactly why EN 45554 – the standard that rates repairability, reusability, and upgradability from Class A (easiest to repair) to Class E (non‑repairable) – has been incorporated into the ESPR assessment framework. The expected entry level for the EU market is at least Class A or Class B – a threshold that cannot be bypassed by high efficacy alone.

    First, it is important to clarify: EPREL registration itself is free of charge. However, non‑EU manufacturers must act through an EU Authorised Representative (so‑called “欧代”), which involves an annual service fee – a non‑trivial compliance cost for manufacturers with a wide product range. Additionally, from April 2025, EPREL requires the use of a qualified electronic seal (eSeal) with the company’s national registration number, pushing annual costs to around €650 for some service providers.

    Therefore, we treat EPREL registration as a flexible service module. Depending on the customer’s purchasing plan and market timeline, we discuss and decide together the optimal registration timing and product scope. For long‑term strategic partners, we are open to sharing the registration costs or offering flexible payment plans to keep compliance costs manageable.

    At the same time, we actively encourage and support customers to complete EPREL registration themselves – we provide full technical documentation, test reports, and the necessary technical support. The customer only needs to contact their own EU Authorised Representative to upload the data. This collaborative model not only saves customers from paying for duplicate registration (if they already have an EU representative) but also gives them direct ownership of the compliance information, enabling faster response times and greater control when facing EU market surveillance.

    4.2 Repairable Architecture for ESPR Compliance

    We have adopted a “durable housing + replaceable light engine and driver” two‑layer architecture across our product lines. LED modules, drivers, and optics can be replaced independently without tools. We avoid permanent adhesives, ensuring true repairability and material recoverability. Our main product series already achieve Class B under EN 45554 – well ahead of market expectations.

    4.3 Sustainable Materials and Digital Product Passport (DPP) Pilot

    The aluminium used in Luminlight luminaires contains more than 75% recycled content, with a supply‑chain carbon intensity below 4.0 kg CO₂e/kg. Furthermore, we have launched a Digital Product Passport (DPP) pilot programme, collecting full lifecycle data (raw materials, manufacturing, use, end‑of‑life) for each product – preparing for the LED‑specific delegated acts expected under ESPR after 2026.
